INDEPENDENT TECHNICAL REVIEW / SECOND PAIR OF EYES

Review the system before committing to the next big decision.

Useful before a handover, major upgrade, vendor change, acquisition decision or when an existing technical plan needs independent scrutiny.

PURPOSE / DECISION SUPPORT

Different from the standard NoRewrite Assessment.

The Assessment is the normal first paid step into a NoRewrite takeover. An Independent Technical Review is useful when you already have a specific decision, plan or existing technical team and want an outside view.

The review should be framed around a decision. “Is this rewrite justified?” is a better review question than “tell us everything wrong with the codebase.”

  • Architecture and dependency review
  • Delivery-plan challenge
  • Security and operational observations
  • Upgrade feasibility
  • Dependency and maintainability risk
  • Database and performance evidence where relevant
  • Written findings, assumptions and priorities
REVIEW / EVIDENCE

Claims should point back to something observable.

A useful review distinguishes evidence, inference and unknowns. That is especially important when the result may influence budget, vendor selection or a high-risk migration.

01 / OBSERVED

What the code or runtime shows.

Examples: unsupported framework version, synchronous external dependency, missing transaction boundary or an execution plan with excessive row work.

02 / INFERRED

What is likely but not yet proved.

Potential failure modes are labelled as such instead of presented as certain defects.

03 / UNKNOWN

What needs business context.

Some behavior cannot be judged safely from source code alone. Those questions become explicit rather than silently guessed.

04 / PRIORITY

What matters to the decision.

Findings are ranked by impact on the decision being made, not by a generic checklist of coding preferences.

05 / ALTERNATIVES

What else could solve it.

Where practical, the review compares lower-risk options against the proposed large change.

06 / LIMITS

What was not reviewed.

The final document records scope boundaries so nobody later assumes an unreviewed area received a clean bill of health.
